I'd be perfectly happy to pay for the replacement (although judging by comments I've seen elsewhere, this isn't an uncommon issue), but it's unclear what the first step would be.

It is not sticky because of dirt, but because likely the cleaning agent (e.g. isopropanol) for these second hand laptops altered the polymer, bringing it closer to its initial elastomeric state.
